President
Minh Le
TTI
Mr. Minh Le is a Research Engineer and the Dallas Office Program Manager of the Texas A&M Transportation Institute. He has participated in numerous safety-related research projects which has resulted in a number of published technical reports and conference papers. Mr. Le has 25 years of experience in transportation engineering, traffic operations, and planning. He works on a variety of projects including evaluating roadway safety (all modes), machine learning and computer vision applications, connected automated vehicles, ITS and operations, and transportation management systems.
Mr. Le is a member of the ITS Texas Board of Directors and the Institute of Transportation Engineers. He is a registered professional engineer and a project management professional (PMP) in Texas.

John Gianotti
Halff
John Gianotti, P.E. has 35 years of Transportation experience that includes ITS design, construction and maintenance; traffic signal design, construction and maintenance; roadway and drainage design; and highway construction management. He is a Senior Project Manager for ITS/Traffic at Halff in San Antonio. He retired from TxDOT in March 2023 after a 28 yr. career. He served as the Operations Manager of TransGuide – the TxDOT San Antonio District TMC. Working at TransGuide from 2011-23, he has seen many of the innovations in the ITS world and was a part of implementing several of them for TxDOT. In 2015, John accepted the FHWA National Roadway Safety Award for the TxDOT San Antonio Wrong Way Driver program. He is recognized as a state and national expert on WWD. John was elected to the ITS Texas Board of Directors in 2019 and enjoys working with the many ITS professionals in this challenging and innovative field of engineering. He has a Bachelor of Science Degree from Texas A&M University (Class of ’87) and is a Licensed Professional Engineer in Texas. He is a native of San Antonio where he lives with his wife Katie and daughters Emily and Caroline.
John was elected to the ITS Texas Board of Directors in 2019 and enjoys working with the many ITS professionals in this challenging and innovative field of engineering.

Brandi Bush
TxDOT
Brandi is an Illinois native who relocated to Texas in May of 2014. She is a graduate of the Civil Engineering program at Southern Illinois University at Carbondale (Go Salukis!) and has over 24 years of diverse civil engineering experience. Brandi currently serves as the District Transportation Operations Engineer for the TxDOT Dallas District where she oversees Traffic Planning, Design, Construction, Maintenance, and ITS Operations. This includes management all traffic signals, roadway illumination, freeway/local signage, ITS infrastructure and innovation for the District. In the nearly two years since accepting this role, she has hit the ground running and recognizes an invigorated reverence for all things safety. As ITS and innovation is an essential function to that effect, she hopes to continue promoting comprehensive strategies and maintain an unyielding commitment to keep Texas at the forefront of emerging technology in accordance with our statewide “Road to Zero” goal of zero deaths on Texas roads by 2050.
Brandi was elected to the ITS Texas board in 2021. Outside of work, Brandi enjoys time with family and friends as well as singing and writing music.

Roma Stevens
Stevens Technical Services, Inc.
Roma Stevens, P.E., PTOE, RSP1 is the President and Founder of Stevens Technical Services, Inc. She has over 30 years of civil engineering experience in consulting, academic instruction, and research. Prior to starting her business, Roma worked as a researcher at Texas A&M Transportation Institute and at AECOM. Roma started her business as a single person entity in 2016 and has since grown it to a 12-person company. In addition to her passion for growing her business, Roma likes to mentor young engineers through her volunteer work at WTS and TexITE. In addition to her professional activities, Roma loves spending time with her husband Charlie Stevens and teenage daughter Asha.
Roma’s ITS journey started back in 2004 with a review of Work Zone ITS Technologies, and since has worked on numerous ITS and TSMO Planning, ITS Architectures, and ITS Design projects. Roma was elected to the ITS Texas Board in Nov 2022.

Meredith Cebelak
Gresham Smith
Meredith Cebelak is the North TX Project Executive and a TSM&O Department Lead with Gresham Smith. She is a subject matter expert in big data, ITS and freight and has over 20 years of professional experience in the design, implementation and evaluation of multi-faceted transportation engineering solutions. Meredith has published and presented original research at numerous conferences including the TRB Annual Meeting, ITS America, and ITS World Congress. She has been recognized as a Dwight David Eisenhower Transportation Fellow, ENO Fellow and is a currently a member of the TRB Information Systems and Technology committee.
Meredith previously served as ITS TN President (2020-2021) and has been dedicated to the ITS industry for over 20 years. She was elected tothe ITS Texas board in November 2023 and looks forward to the opportunity to support the ITS Texas community as a board member.

Lucio S. Gutierrez Garcia
City of Brownsville | Engineering & Public Works Department
Lucio S. Gutierrez Garcia, CPM is Traffic Manager for the City of Brownsville's Engineering & Public Works Department. Beginning in 2019 as Project Coordinator and assuming his current role in 2020, he leads the planning, design, construction, and maintenance of all traffic-related projects within the city. His responsibilities encompass the management of traffic signals, road markings, signage, and roadway illumination, extending across city limits, state roads, and freeways. In the last 3 years he has successfully written transportation-related grant applications, securing over $4.5 million in safety grants to enhance infrastructure and community safety. This achievement reflects a commitment to delivering innovative and effective solutions that align with modern transportation needs.
A proud native of Mexico, Lucio relocated to Texas in 2018, bringing a solid educational foundation with dual bachelor's degrees in Petroleum Engineering and Communications and Electronics Engineering from the Universidad Autónoma de Nuevo León (UANL), currently pursuing a Master in Public Administration at University of Texas Rio Grande Valley. He was elected to the ITS Texas Board in 2024.

David Ayers

David Ayers has been in the traffic industry since June of 1979. He began his career at the City of Denton Texas where the last position that he held was Transportation Manager. After 21 years with the city, David went to work in the private sector for Consolidated Traffic Controls holding titles from sales representative to president. He has sold products from various manufacturers including Polara an industry leader in Accessible Pedestrian Signals, Southern Manufacturing an industry leader in Illuminated Street Name, Blank Out, and backlit Regulatory signs and now works for APX Enclosures as their Director of Sales. He has performed sales presentations and trained not only city staff but also contractors on installation and maintenance of products sold by the companies that he represented. David comes to the ITS Board of Directors with 40 plus years of industry knowledge that allows him to play a key role in understanding Intelligent Transportation throughout North America.
David was elected to the ITS Board of Directors in November of 2022. He holds a Bachelor of Science in Business Management from LeTourneau University in Longview Texas.

Renee Hurtado
DKS Associates
Renee Hurtado is a Principal and Texas Traffic Engineering & TSMO Practice Leader for DKS Associates. She joined DKS in Portland in 2000 and returned home to Texas in 2013 to start DKS’ Austin office. Renee has worked on numerous ITS and TSMO planning, design, and implementation projects throughout her career for jurisdictions of all sizes. Her ITS and TSMO planning work includes statewide and regional plans, communications plans, incident management plans, ITS architectures, and systems engineering documentation. Renee has helped develop national and state guidelines for incorporating TSMO into an objectives-driven, performance-based planning process.
Renee joined the ITS Texas Board of Directors in January 2023. She is an Aggie, a registered professional engineer in Texas, and a registered professional traffic operations engineer® (PTOE).

Lester Miyasaki
Wireless Technology, Inc.
Miyasaki has been the Director of Sales for Wireless Technology Inc (WTI) for the last 15 years. In 2008 he began working the ITS/Traffic industry. Later he was assigned to work the Broadcast / Mobile Applications where he sold the WTI Sidewinder cameras to Broadcast Stations. In addition, he also sold to command vehicle and fire apparatus vehicle manufacturers. In early 2012 he was assigned back to ITS/Traffic applications where he has been for the last 11 years. Prior to joining WTI, he worked in upper management in the cellular phone industry for Cellular ONE, AT&T and Sprint PCS. Following his time in the cellular industry, he went to work for Trafficgauge as their Director of Sales. Trafficgauge manufactured small handheld, real-time traffic devices.
Miyasaki was elected to the ITS Texas Board of Directors in 2016. Miyasaki holds a Bachelors Degree in Psychology from San Diego State University.
