John Gianotti, P.E. has 35 years of Transportation experience that includes ITS design, construction and maintenance; traffic signal design, construction and maintenance; roadway and drainage design; and highway construction management.  He is a Senior Project Manager for ITS/Traffic at Halff in San Antonio. He retired from TxDOT in March 2023 after a 28 yr. career.  He served as the Operations Manager of TransGuide – the TxDOT San Antonio District TMC.  Working at TransGuide from 2011-23, he has seen many of the innovations in the ITS world and was a part of implementing several of them for TxDOT.  In 2015, John accepted the FHWA National Roadway Safety Award for the TxDOT San Antonio Wrong Way Driver program.  He is recognized as a state and national expert on WWD.  John was elected to the ITS Texas Board of Directors in 2019 and enjoys working with the many ITS professionals in this challenging and innovative field of engineering.  He has a Bachelor of Science Degree from Texas A&M University (Class of ’87) and is a Licensed Professional Engineer in Texas.  He is a native of San Antonio where he lives with his wife Katie and daughters Emily and Caroline.

Brandi Bush, P.E., is a seasoned engineering professional with over 25 years of experience in transportation design, construction, operations, and maintenance. Her varied background combines technical expertise with a visionary approach to transportation challenges, integrating traditional engineering principles with innovative solutions.

​Currently, Brandi works with the Texas Department of Transportation managing the State’s Cooperative & Automated Transportation (CAT) Program. In that role, she focuses on incorporating emerging technologies into TxDOT systems. In addition, she oversees the Connected and Autonomous Vehicles Task Force which brings government and private industry together to collaborate on advancing CV/AV technologies, and the Texas Technology Task Force (T3F) which is a premier forum for exploring cutting-edge transportation technologies shaping the future of mobility in Texas. Brandi hopes to continue promoting innovative strategies and maintain an unyielding commitment to drive the goal of zero deaths on Texas roads by 2050.

Brandi was elected to the ITS Texas board in 2021. Outside of work, Brandi enjoys time with family and friends as well as singing and writing music.

Roma Stevens, P.E., PTOE, RSP1 is the President and Founder of Stevens Technical Services, Inc. She has over 30 years of civil engineering experience in consulting, academic instruction, and research. Prior to starting her business, Roma worked as a researcher at Texas A&M Transportation Institute and at AECOM. Roma started her business as a single person entity in 2016 and has since grown it to a 12-person company. In addition to her passion for growing her business, Roma likes to mentor young engineers through her volunteer work at WTS and TexITE. In addition to her professional activities, Roma loves spending time with her husband Charlie Stevens and teenage daughter Asha.

Roma’s ITS journey started back in 2004 with a review of Work Zone ITS Technologies, and since has worked on numerous ITS and TSMO Planning, ITS Architectures, and ITS Design projects. Roma was elected to the ITS Texas Board in Nov 2022.

Marques Allen, P.E., is a transportation technology leader and Senior Project Manager at HNTB with 20 years of experience advancing intelligent transportation systems, traffic engineering, and digital infrastructure. His experience spans planning, design, integration, and delivery of transportation technologies for roadway, tolling, transit, airport, and other public infrastructure projects across Texas.

Before joining HNTB, Marques held engineering and program leadership roles at Southwest Airlines, HDR, Shrewsberry, Kapsch, and TxDOT, where his work spanned ITS design, traffic signal systems, roadway illumination, and fiber optic and network design for airport, toll road, and highway facilities.
At HNTB, Marques helps advance ITS and Digital Infrastructure Solutions (DIS) across North Texas, connecting emerging technology with practical transportation outcomes in safety, mobility, operations, system reliability, and customer service. He also serves as HNTB’s North Texas Area AI Champion, helping teams identify responsible, high-value applications of artificial intelligence that improve decision-making and project delivery.

 

Marques holds a Bachelor of Science in Electrical Engineering from Prairie View A&M University and an Executive MBA from The University of Texas at Dallas. He is a licensed Professional Engineer in Texas. Through his service on the ITS Texas Board of Directors, he is committed to advancing transportation safety, mobility, collaboration, and innovation across the state.

Meredith Cebelak is the North TX Project Executive and a TSM&O Department Lead with Gresham Smith. She is a subject matter expert in big data, ITS and freight and has over 20 years of professional experience in the design, implementation and evaluation of multi-faceted transportation engineering solutions. Meredith has published and presented original research at numerous conferences including the TRB Annual Meeting, ITS America, and ITS World Congress. She has been recognized as a Dwight David Eisenhower Transportation Fellow, ENO Fellow and is a currently a member of the TRB Information Systems and Technology committee.

Meredith previously served as ITS TN President (2020-2021) and has been dedicated to the ITS industry for over 20 years. She was elected tothe ITS Texas board in November 2023 and looks forward to the opportunity to support the ITS Texas community as a board member.

Lucio Gutierrez Garcia, P.E., MPA, is the Traffic Manager for the City of Brownsville, overseeing the planning, design, implementation, operation, and maintenance of the City’s traffic and Intelligent Transportation Systems (ITS) infrastructure. Since joining the city in 2019, he has led transportation projects involving traffic signals, ITS and communications, detection and CCTV, roadway illumination, pavement markings, signage, accessible pedestrian infrastructure, traffic operations, and safety improvements, while coordinating with local, regional, state, and federal transportation partners.
 

Over the past five years, Lucio has helped secure more than $25 million in transportation funding for Brownsville, primarily supporting ITS, traffic safety, signal modernization, mobility, and related infrastructure. He is involved throughout the project lifecycle, from identifying funding opportunities and developing scopes to design coordination, contract administration, implementation, and system modernization. His work emphasizes advanced technologies, communications, and data-driven strategies to improve transportation safety, mobility, reliability, and efficiency.
 

Lucio holds an MPA from The University of Texas Rio Grande Valley and bachelor’s degrees in Electronics and Communications Engineering and Petroleum Engineering from Universidad Autónoma de Nuevo León. He is a Licensed Professional Engineer in Texas and a Certified Public Manager. Elected to the ITS Texas Board of Directors in 2024, he brings extensive municipal engineering, ITS implementation, transportation funding, and public administration experience, with a focus on advancing safer, smarter, and more connected transportation systems throughout Texas.​

Renee Hurtado is a Principal and Texas Traffic Engineering & TSMO Practice Leader for DKS Associates. She joined DKS in Portland in 2000 and returned home to Texas in 2013 to start DKS’ Austin office. Renee has worked on numerous ITS and TSMO planning, design, and implementation projects throughout her career for jurisdictions of all sizes. Her ITS and TSMO planning work includes statewide and regional plans, communications plans, incident management plans, ITS architectures, and systems engineering documentation. Renee has helped develop national and state guidelines for incorporating TSMO into an objectives-driven, performance-based planning process.

 

Renee joined the ITS Texas Board of Directors in January 2023. She is an Aggie, a registered professional engineer in Texas, and a registered professional traffic operations engineer® (PTOE).

Heather Bishop is an Associate Project Manager based in Austin with over 20 years of experience across public, private, and nonprofit sectors. Her work centers on transportation, mobility, and emerging technologies, with a strong commitment to advancing safety, sustainability, and innovation through her role with ITS Texas.

At the City of Austin’s Strategic Projects Division, Heather leads initiatives in interpretive planning, artist-in-residency programs, small area mobility plans, and stakeholder engagement. She also supports climate action efforts through data transparency tools and contributes to technology policy shaping the city’s transportation infrastructure.

Previously, Heather led smart mobility pilot projects, including a nationally recognized Mobility Hub Pilot. She brings a collaborative, equity-focused approach to all her work and remains active in the community through board service, mentoring, and research. Her career reflects a deep belief in building more connected, resilient cities through intelligent transportation systems.

Heather was elected to the ITS Texas board in 2025.

Mr. Minh Le is a Research Engineer and the Dallas Office Program Manager of the Texas A&M Transportation Institute.  He has participated in numerous safety-related research projects which has resulted in a number of published technical reports and conference papers. Mr. Le has 25 years of experience in transportation engineering, traffic operations, and planning. He works on a variety of projects including evaluating roadway safety (all modes), machine learning and computer vision applications, connected automated vehicles, ITS and operations, and transportation management systems.

 

Mr. Le is a member of the ITS Texas Board of Directors and the Institute of Transportation Engineers. He is a registered professional engineer and a project management professional (PMP) in Texas.
